This initiative comes amid increasing concerns over AI systems bypassing testing safeguards, exploiting vulnerabilities, and gaining unauthorized access to real-world systems.

While the proposal itself is not legally binding and does not create a new UN agency or global mandatory testing system, it remains open for further endorsements by other countries. The statement serves as a call to action for unified international efforts to manage the challenges posed by cutting-edge AI technologies.
