A significant oversight in Rotterdam’s Oracle Fusion IT project has prompted the city’s newly established governing coalition to demand clarification, as the budget has skyrocketed from an original €16 million to €44.5 million, alongside substantial delays in the system’s launch. Initiated in 2022, the project aimed to upgrade the city council’s financial administration, including areas like procurement, contracts, and subsidy management. Outgoing alderman Ronald Buijt was responsible for overseeing the project.
A recent city review highlighted that initial cost projections were overly optimistic and pointed out deficiencies in project management and the partnership with consulting firm Deloitte. These issues have raised concerns among officials, particularly as they anticipate further expenses, with additional software enhancements and maintenance potentially costing €12 million this year and €13 million the next.
The coalition leaders have stressed the necessity for complete transparency and accountability, emphasizing that taxpayers are entitled to understand why expenses have increased so dramatically. They are calling for a detailed explanation of the financial discrepancies and management missteps that have occurred throughout the project.
An urgent council debate is anticipated as a result, with further examination expected in forthcoming committee sessions. The situation underscores the importance of careful planning and management in major municipal projects, as well as the need for clear communication with the public regarding financial matters.
